Mr. President and Members of the Nurserymen's Association: The United States Senate is a Collective body composed of units which work as a whole in the solving of momentous questions of Government; so also is this Association a collective body composed of individuals, all of whom must work as a cohesive whole if work of merit is to be accomplished. And this thought brings forcibly to mind the fact that the Nursery business has been a iaggard in fostering and promoting its own interests. in the matter of federal, state and county Quarantine Legislation it has been a follower rather than a leader. We have given no attention to quarantine laws until their operation has been felt in the prosecution of our business. Not until the President of this organization gave personal attention to legislative matters during the last session of the California legislature, has there been a single instance to my knowledge where the nursery business has been represented and received consideration. The result of this instance has been on the whole favorable and satisfactory. FEDERAL QUARANTINE LEGISLATION FAVORED The growing and handling of plants is indeed a big industry representing large aggregate capital, which in its ramifications spans the continent and also enters the sphere of international transactions. Thus we have county and state trade conditions, interstate shipments, and exports and imports. Obviously, all these cannot be regulated by mutual agreements. intelligent county and state quarantine legislation will do much in local transactions, but interstate and international business can only be regulated by federal authority, which it seems to me, is what we must recognize and take the ini...
