Excerpt: ...containing subjects foreign to each other and whose title was on that account calculated to mislead and deceive; and a bill may still contain any number of provisions properly connected with and germane to the expressed subject without violating the constitutional requirements. This section is in effect the same as the amendment of '64. (Phila. v. Bridge Ave., Ry. Co., 142 Pa., St., 484) and decisions construing the amendment are effective in sonstruing the section under consideration. The Act of October 31, 1856, is entitled "An Act to increase the boundaries of Forrest County." By the Act certain territory in Venango County was attached to and made part of Forrest and the commissioners who were authorized to run and mark the lines of the County of Forrest were also authorized, after having completed the survey, to re-locate and fix the county seat of Forrest County and to take assurances to them and their successors in oifice of such lot or lots of ground as may have been designated by the commissioners authorized to locate the county seat for the purpose of erecting therein a court-house, jail and oflices, and the county commissioners were further authorized to receive subscriptions or donations of money and materials-towards defraying the expenses thereof for building a court-house and prison and were authorized to build a court-house and prison. A-bill was filed in which it was alleged, first, that the act contained more than one subject; second, the title of the act did not clearly express the subject contained in it.
