Deputy Commissioner conalteration or re-use of siders are novel or important, he should send a prestamps. liminary report thereof direct to the Local Superin tendent, who will communicate it to Government, or not, according as the loss is important or otherwise. When the investigation is complete, a final report should be made to the Local Superintendent who will transmit the same for the orders of Government through the Financial Commissioner or Chief Conrt, as the case may be. Full particulars must be given of the nature of the forgery or fraud perpetrated, and, wherever it is possible, specimens should accompany the report. In cases of fraudulent or suspicious re-use of stamps, the circumstances of which tho Deputy Commissioner does not consider to be novel or important, no preliminary report is necessary; but when the case is complete, a full report should be made through the Commissioner to the Local Superintendent, who will use his discretion as to whether the case need be forwarded to the Financial Commissioner."
