Kellogg has been a detective in D.C. since the majority population was white, so the only thing shocking to him about the brutal murder of a prominent black prosecutor (who came out against O.J.) and his wife, apparently by a white power group, is that the group's leader wants to hire him to find the real killer. The murdered prosecutor's hard-core criminal brother, Long, just out of prison, takes on the same task and turns to an ex-con buddy, the Farrakhan-like leader of a local black power group, for help. As both investigations lead away from the criminal culture of the city's ghettos to people, black and white, cynically determined to use the ghettos for their own personal causes, it becomes apparent that more is at stake than the fate of various elements of the lunatic fringe. A series of home videos missing from the prosecutor's house may have compromised more than one of the notorious local powers-that-be. And there is the prosecutor's young son, also gone missing, who may have been a witness to the murder itself. It is a perfect formula for an urban explosion in a city with a very short fuse.
