Mjilard a license to construct, maintain and operate a ferry on the Mississippi river from the foot of Central Avenue to a point opposite thereto on said r1ver for the period of five years. 302. Sec. 2. That the charges for transporting any person, animal, buggy, carriage, wagon or other vehicle over or across said river on said ferry shall be under the exclusive control of the said common council. 303.
