R. Scoble, Chairman, Colonel W. Kendall, Lieut.-Colonel J. S. Trevor, R.E., Dr. W. G. Hunter, M.R.C.P. With reference to the former subject the duty of the Commission was: --"To consider Mr. Rnssel Aitken's scheme for increasing the watersupply, and to report on their relative general advantages, and to examine and discuss the details of that which they might consider most suitable, should they be of opinion that either of them was calculated to effect satisfactorily the object in view." The Commission sat for the first time on the 17th March 18C9, and continued its sittings till the 7th of April following. At this stage in the history of the water-supply of Bombay, I became a party to the discussion. I gave evidence before this Commission, but I took an unfavorable view of all Mr. Aitken's projects. It is not my intention, however, in this report either to support my propositions or to criticise Mr. Aitken's schemes. I shall, therefore, merely state the conclusions at which the Committee arrived, and so far as possible in their own words.
