1992 Navy Budget - Potential Reductions in Weapons Procurement Programs: Nsiad-91-301br (Paperback)


Pursuant to a congressional request, GAO reviewed the Navy's justification for its fiscal year (FY) 1992 and FY 1993 weapons procurement budget request and prior-year appropriations to identify areas for potential reductions and rescissions. GAO identified: (1) $153.9 million in potential reductions to the Navy's FY 1992 budget request and $397.6 million and $8.6 million in potential rescissions from FY 1991 and 1990 appropriations, respectively; (2) $397.6 million in potential rescissions to FY 1991 funds including $306 million from the Standard Missile program, $6.8 million from the Standard Missile Modification program, $17 million from the aerial targets, $24.7 million from the MK-15 Phalanx Close-in Weapons System (CIWS), and $12.9 million from CIWS Modifications; (3) a potential rescission of $8.6 million in FY 1990 funds for the drones and decoys; (4) a potential reduction of $424.6 million from the FY 1992 budget request for the Standard Missile System that could be reappropriated for FY 1993; (5) a potential rescission of $86.4 million in FY 1989 funds; (6) a potential reduction of $3.3 million in FY 1992 funds for the Vertical Launched Anti-Submarine Rocket and a potential reduction of $60 million in FY 1991 funds for the Phoenix Missile Modification program which were withheld due to programmatic issues; and (7) $166.2 million in potential rescissions from FY 1989, FY 1990, and FY 1991 funds that were either being withheld pending a program review decision or were no longer needed for the purposes specified in the selected weapons procurement activities. GAO also found that no funds have been obligated for the FY 1991 Standard Missile Modification Program.
