Pursuant to a congressional request, GAO reviewed the extent to which certain human immunodeficiency virus (HIV)-infected populations receive federally funded medical and support services. GAO found that: (1) at the 5 locations reviewed, minorities, women, and injection drug users have access to federally funded medical and support services in similar or greater proportion than their representation in the HIV-infected population; (2) advocates and providers in the five areas believe that substance abuse, homelessness, racism, denial, and the lack of knowledge or motivation to seek services are among the barriers that reduce the extent to which HIV-infected people seek HIV-related care; (3) providers and advocates in the five areas believe that these barriers to access are particularly difficult to overcome; and (4) the extent to which these barriers limit certain groups' access to services could not be determined.
