A BILL To provide for the incorporation, supervision, and control of associations organized to carry on business entering into or becoming a part of interstate commerce, and for the taxing of certain articles entering into interstate commerce. 1 Be it enacted by the Senate and House of Representa 2 tives of the United States of America in Congress assembled, 3 That the power and authority of the Commissioner of Corpo 4 rations in the Department of Commerce and Labor be, and 5 hereby is, enlarged to comprise the power and authority to 6 incorporate, supervise, and control associations organized 7 to carry on business entering into or becoming a part of 8 interstate or foreign commerce, and to assess and collect a 1 special excise tax on certain articles entering into or becom 2 ing a part of interstate or foreign commerce in the manner 3 and to the extent as hereinafter provided: 4 Article I.--Incorporation. 5 Section 1. Contents Of Certificate.--Any num 6 ber of natural persons, not less than three, all of whom must 7 be of full age and citizens of the United States, may become 8 a corporation to carry on any lawful business entering into 9 or becoming a part of interstate or foreign commerce, other 10 than banking, insurance, railroad, transportation, or the 11 business of common carriers by making, signing, acknowl 12 edging, and filing a certificate which shall contain: 13 First.
