The anchorage grounds in Kill von KuU, Newark Bay, Arthur Kill, and Raritan Bay, as described in Department Circular No. 131, dated November 2, 1899, are changed and extended as follows: ARTHUR KILL ANCHORAGE. Sec. 4. To the southward of a line from anchorage buoy placed 250 yards northwest of Smoking Point to anchorage buoy bearing west by south three eighths south, and thence to buoy No. 4, off Sewaren, bearing southwest by west five-eighths west. SOUTH AMBOY ANCHORAGE. Sec. 2. To the northward of a line running southeast one fourth east, from center of pier of Baritan Biver drawbridge through anchorage buoy off coal docks to anchorage buoy placed northeast by north, 175 yards from buoy No. 9. RARITAN BAY ANCHORAGE. Sec. 3. To the eastward of a line running southwest by west oneeighth west from buoy No. 5 to anchorage buoy, and to the southward of a line from said anchorage buoy to buoy No. 7, and thence to buoy KEYPORT HARBOR ANCHORAGE. To the eastward of eastern boundary and to the westward of western boundary of dredged channel, extending from old railroad dock to wharves of the New York and Keyport Steamboat Company. PENALTY. Any violation of the rules and regulations promulgated in the circular above referred to, as amended hereby, will subject the owner, master, or person in charge of the vessel so offending to a penalty of 8100.
