I consider this change unnecessary for the further reason that the several bureaus of the War Department and the Board of Ordnance and Fortification are alike under the supervision of the Secretary of War, and that if the change were made the Board would have no greater power to facilitate the production of material for test than now exists through the control of the bureaus by the Secretary of War.
