Not illustrated. 1919 Excerpt: ...prepared in the Bureau of Research, War Trade Board, and published by the War Trade Board in March, 1919. The original edition was in great demand and was soon exhausted, but a reprint could not be financed by the War Trade Board on account of its dissolution a few months later. Therefore, all the material collected on stowage was turned over to the Division of Planning and Statistics of the United States Shipping Board, with the understanding that this division was to issue a revised edition of the pamphlet. The work of revision was given to the author of the present publication, who at that time was engaged by the Division of Planning and Statistics. He, as well as others interested in the stowage question, felt that the work should be enlarged so as to include a general treatment of the subject. The literature on stowage is neither modern nor extensive, and it was believed that a general book on the problem would fulfill a real need, especially in view of the large increase in inexperienced personnel in the merchant marine. Work upon this was, therefore, begun. The demand for the pamphlet on stowage factors was so pressing, however, that a second edition, slightly revised, was published by the Division of Planning and Statistics in August. On September 1 the Division of Planning and Statistics was abolished, and the officials of the United States Shipping Board were not willing that further funds should be spent on the prosecution of the study of stowage. However, the Director of the Bureau of Foreign and Domestic Commerce realized the desirability of the publication, and it was arranged that the work should be continued in that Bureau.
