Claims 0f Officers to a travelling allowance (5s.) on expenses on, .. j t it embarkation account ot extraordinary expenses incurred by them in or disembarkation. When not issued. Form of claim. Offlocrs employed on same duty. connection with embarkation and disembarkation with troops either at home or abroad, under the circumstances referred to in paragraph 491 (6), or in consequence of an embarkation being suddenly countermanded, may be submitted, with a full statement of the grounds of the claim, for the consideration of the Secretary of State. These claims will be forwarded, through the General Officer Commanding, with a full explanation of the cir-cumstances, and supported by a certificate from an Officer of the Commissariat that local allowances in money or in kind have not been issued for the Officers or their mess, and by a detailed statement of the extraordinary expenses incurred. No allowance will, however, be granted on account of expenses entailed by a neglect of the instructions contained in paragraph 27, Section 16, and second footnote, page 356, of the Queen's Regulations for the Army, 1883. 493. Travelling allowance will not be issued to Officers marching with troops in flying columns, at summer drills, or camps of manoeuvre, or when they are supplied on the march with rations by the Commissariat, or while messed on board ship or elsewhere at the public expense, nor for the day on which they embark on board ship, if they embark before the dinner hour, and therefore become liable for messing contribution. 3.
