' To the organizations falling within the latter category we recommend that appeals be made for their more active cooperation with the State Federation of Labor and local Central Bodies, where such exist. Your committee feels keenly the existence of a real problem, in the studied indifference of so many workers to either their own locals or the labor movement, but feel that by persistent effforts in each locality, and the active cooperation of the State Federation, this can be overcome. We recommend that the secretary of the State Federation of Labor write the general ofiicers of the Retail Clerks Union, urging that a vacancy in the list of vice-presidents of that organization be filled by appointment from within this state, to the end that the locals of this craft in Wyoming may have the benefit and cooperation of such an ofiicial.
