FUNDAMENTAL DATA--I. Form Of Government And Distribution Of Powers: The Government of Belgium is a monarchy limited by a written constitution adopted by the National Congress, February 17, 1831. Under it, it is decreed that "all powers emanate from the nation" (Art. 25) and must be exercised in the manner therein provided. The powers of government are expressly enumerated as follows: the executive exercised by the King, the legislative by the King, House of Representatives and Senate, and the judicial by the courts and tribunals (Arts. 26, 29, 30).
