Excerpt: ... Gommoij Council Rales The President's Duties. 1. The President, or in his absence a member chosen to preside during the meeting, shall take the chair at the hour named for the meeting, call the members to order and direct the clerk to call the roll, and if a majority of all the members are present (no member shall leave the chamber without leave from the President), he shall cause, except by the consent of Council, the readings of the journal of the previous meeting, which the Council shall have power to correct. Order And Decorum. 2. He shall preserve order and decorum, and in debate shall prevent personal reflections and confine members to the question under consideration. Decisions And Appeals. 3. He shall be the judge of order and his decision shall be immediately submitted to, unless two members enter an appeal, which shall be in writing, and which shall be decided without debate. Voting And Debating. 4. He shall vote last upon all questions, but shall not take part in debate without having first left the chair, after designating a member who shall act in his stead. Appointment Of Committees. 5. Finance, Appropriations, Ways and Means and Printing. Fire, Fire Alarm, Police, Police Alarm, Building and City Property. Railroads and Railways. Sanitary Affairs. Streets, Sewers, Bridges, Parks and Corporations. Water and Light. He shall also appoint all other committees unless otherwise ordered by Council. In the appointing of all standing committees and all special committees the President is hereby directed to give the minority party their proper representation upon the said committees. 6.
