From and after Jan. 1, 1875. Postal cards, one cent each, to all parts of the United States, and Canada. Letters, 3 cents per half-ounce to all parts of the United States and Canada. Local or " drop" letters, that is, for the city or town where deposited, 2 cents if delivered by carriers, and 1 cent if there is no carrier system. Manuscript for publication in newspapers and magazines chargeable as letters. - Newspapers, to each actnal subscriber, in the county where published, free of postage. Newspapers and periodicals, transient excepted, to be prepaid at the office of publication, at 2 cts. per pound, if printed weekly or oftiener, and 3 cts. if printed less frequently, Books, 1 cent for each ounce or fraction thereof, weight limited to four pounds. All other printed or miscellaneous matter, as pamphlets, transient newspapers, handbills, circulars, proof-sheets, book manuscript. &c., and also seeds, cnttings, bulbs and roots, 1 cent for each ounce or I fraction tht-reof, always to be prepaid.
