For years there have been Democratic pretenses that duties should not be reduced beyond the rate necessary to compensate for the difference between wages here and wages in other countries. The pretense was a fraud, for in the Wood tariff of 1878, and in the Morrison tariff of 1886, and the Mills tariff of 1888, which were all supported by substantially the whole body of Democrats in Congress, the duties proposed on many articles were far below the difference between wages of labor here and in other countries. This year the false pretense is abandoned as useless, and tariff for revenue only is proposed in all its nakedness. For years Democrats have pretended in some sections that they only wanted such tariff reform as would give to manufacturers free raw materials, and therefore, it was claimed, better protection. That pretense also was a fraud, for the Democratic party well knew that it could not take off duties from wool without cutting off duties on woolens also; nor abolish duties on iron ore and pig iron of the Virginias, Alabama and Tennessee without sweeping away duties on finished iron and steel products.
