The "Right to Manage" allows housing tenants of local authorities in England and Wales to set up tennant management organizations (TMOs). A TMO takes on a package of housing management responsibilities for a particular housing area or estate after entering into a management agreement with the local authority. A series of three books has been published to guide local authorities, agencies and tenants through the various TMO processes. This text provides specific advice about the frameworks for the programmes of training and support which agencies and tenants receiving Section 16 funding must follow. It also sets out guidelines for the assessment of competence of a TMO. The text is aimed primarily at approved agencies, but can also be used by tenants and local authorities.
