1 April 1993 was a milestone in the Goverranent's plans "to achieve community care which better reflects the needs of those who receive it and those who care for them", a strategy set out in the White Paper Caring for People. Responsibility and funding for care costs is now the duty of local authorities. This report investigates whether the transfer of resources from the DSS to local authorities has been fairly calculated and looks at all the issues involved in the provision of care in the community.
