He was the Governor of the state of Sucre from 1992 to 1998 for the Movement for Socialism, and again from 2000 to 2008, first for Movement for Socialism and then for For Social Democracy. From 1998 to 2000 he was a member of the Venezuelan Senate. He had previously been a member of the Venezuelan Chamber of Deputies. The Movement for Socialism is a social-democratic political party in Venezuela. MAS was founded in 1971 by a faction of the Communist Party of Venezuela, with a view to emphasising a socialist message. Initially led by Teodoro Petkoff, its first congress was held on January 14, 1971. In 1988 another left-wing party, the Movement of the Revolutionary Left, merged with MAS.
