In administering the Merit System Law of Maryland, this Commission has endeavored to keep abreast of the development of principles and practices of personnel administration in the private as well as in the public field. Its one aim is to develop a constructive employment policy and to apply thereto, as far as practicable, established business principles and practices. DEPARTMENT ORGANIZATION AND STAFF The personnel of the staff of the Commission during the past year has been as follows: The Commissioner, a Chief Clerk, a Senior Clerk, aSenior Stenographer, and a Junior Typist. It has been necessary also from time to time to employ part time clerical assistants to handle special or extra work. Because of the increase in volume of work of the Commission, request was made in the preparation of the last budget of the Commission for an additional full time assistant with the title of Assistant Examiner and Investigator. This position has not been filled by a full-time employe, but the work has been satisfactorily performed with probably greater effectiveness than could have been done with a full_time employe at the compensation stated, by securing the assistance of members of the technical staff of the Bureau of Public Personnel Administration in Washington. The Commission has been fortunate in having available, and at acost which will be less than that provided in the budget, the service of staff members of the Bureau who are experienced in test construction and in technical personnel matters. The disbursement of the funds covering the salaries of the staff and departmental expenses is given in Table No. 1.
