Your Committee recommends that the course of reading be in part professional, and in part literary. It would suggest the expediency of making the earlier part of the course simple, and from the more familiar authors, passing by degrees to the more difficult grades of study. The Committee is of the opinion that it will be a wiser method--one more certain of securing the end desired--to make the earlier study of such a character that those entering the profession, and teachers who have had very limited opportunities may be enticed to begin it, rather than to put the standard so high as to discourage the young and uncultured, the very classes it is most desirable to reach. 3. Your Committee suggests a four years' course of reading, with the privilege to individuals or classes of proceeding more rapidly if they find themselves able to do so, or are disposed to devote more time than is contemplated in the arrangement of the courses. The committee alBo suggests the appointment of an examining board of four persons; the members of the first board to be appointed for one, two, three, and four years respectively, and one member to be elected each year thereafter. We would suggest that the by-laws of the Association be so amended as that thiB board may be recognized as a part of the officiary of the Association, and be elected as a part of that officiary at the general election of officers. 4.
