It was exceedingly unfortunate that the outbreak of 1915 should occur at the most unfavorable season of_ the year and in a state where it was possible, in some communities, for adverse public sentiment to be reflected by certain judges, justices of the peace and some prominent citizens in actions that were very unfavorable for speedy success in eradicating foot and mouth disease. BUSINESS SESSION ' .-. The President: The first matter of business is the report of the Executive Committee. It will be presented by Dr. Wills in the absence of Dr. B. F. Davis. Dr. Wills: There are two recommendations made by the Executive Committee. The first recommendation is that the Association appoint Dr. Adolph Eichhorn and Dr. S. H. Gilliland to represent this Association at the Pan-American Scientific Congress, Washington, D. C., December 27, 1915, to January 8, 1916. On motion by Dr. Ward, seconded by Dr. Flower, the recommendation was unanimously adopted. Dr. Wills: It is recommended that this Association endorse the action of Executive and Advisory Committees in executive session May 24, 1915, in removing from membership in this Association Charles Graff, Bancroft, Nebraska, for conduct unbecoming a member of this Association..
