Officers, through whose hands official papers pass, make the inclosures and slips attached secure when they are not so. 142. When a letter received has been briefed, it is entered in a register kept for the purpose. This register is ruled as follows, and shows the date of receipt, number of letter, writer's name or post, date of letter, brief of contents, and the action taken on the communication. The action taken is noted in red ink. If from an armory, arsenal, or other ordnance establishment, or from an ordnance officer on duty at military division or department headquarters, the post is inserted. A. like rule is observed in regard to communications from the chiefs of military and staff departments, &c, &c. 143. A Kecord Book of Letters Sent is kept in connection with the register of Letters Received, in which are recorded in fall all communications issued from the post. Brief descriptive headings precede the entry of such indorsements as do not within themselves set forth the names of persons and things, or the subjects concerned, sufficiently for indexing purposes. Press copies of all outgoing official correspondence are made, which are afterwards copied in the record of letters sent. 144. All names in the brief of an indorsement or report, or in the body of a communication, recorded in the letter book, which require to be indexed, are underlined in red ink. 145. An Alphabetical Index is kept up from day to day in connection with each book of letters received and sent. The index contains the names of all persons and things appearing in the book, as the writers, the receivers, or the subjects of tha communications registered or recorded therein, no name being entered more than once.
