The board of supervisors of any county may, by a two-thirds vote Mvs'ihm. of all the members of said board, submit the question of adopting the county road system to a vote of the electors of such county. County road 2. In any county where the county road system shall be adopted, a board of county road commissioners, not exceeding five in number, shall be elected by the people of such county. Duties. 3. Said board of county road commissioners may lay out such new- roads within the county as they deem necessary. County roads. 4. Any road heretofore laid out, or any part thereof, shall become a county road if the board of county road commissioners shall at any time so determine. Tax, raiting. 5. Said board of county road commissioners shall determine the amount of tax to be raised. Such tax shall not exceed $2 on each $1,000 of the assessed valuation. Bonds, issue 6.
