An appropriation of $25,000 a year is recommended, and the act shall take effect on July 1, 1917. The pamphlet includes a minority report by one of the members of the commission, who, while hoping to see a compensation law enacted at the present legislative session, expressed his unwillingness to sign the report of the majority on the ground that the provisions of the bill as drafted by them were lacking in fairness and liberality. Exception was taken to the exemption from the act of small employers, also to a provision allowing a hospital fee to be collected from the employees, to the length of the waiting period, to the limitations on the amount of compensation, both percentual and absolute, to the reduction of compensation for alien beneficiaries, to the failure to provide for a State fund, to the exclusion of occupational diseases, and to the omission from the bill of any provision for the prevention of accidents.
