USED IN HOUSTON The Personal Property Appraiser The duties of the personal property appraiser are to equalize all personal property assessments in conjunction with, and for the information of, the Board of Appraisement. In order to do this, he obtains from the owner the full value of personal property on hand January 1 of each year, and the assessment is based on 60 per cent of the actual value. The large merchants give their inventory on that date, or nearest thereto, as their basis of value. With the smaller merchant who usually takes no inventory, an estimated value is placed upon the stock and fixtures by the appraiser, and the same percentage of value is applied on the small stock as on the larger one.
