It would seem advisable that the Government should put the proposals relating to National Industrial Councils before the employers' and workpeople's associations and request them to adopt such measures as are needful for their establishment where they do not already exist. Suitable steps should also be taken, at the proper time, to put the matter before the general public. In forwarding the proposals to the parties concerned we think the Government should offer to be represented in an advisory capa'city at the preliminary meetings of a Council, if the parties so desire. We are also of opinion that the Government should undertake to supply to the Councils such information on industrial subjects as may be available and likely to prove of value.
