I concludethatthe labor organizations have bettered the condition of the American workingman materially and morally. " Collective bargaining has become necessary nowadays, and could not work without strong organizationsfrom both sides. _ _ ' Industrial concerns can be worked satisfactorily under this system, and the system will rather increase than decrease the progress of industry. "Organized workingmen will go more and more in politics if their trade unions can not protect them, and they will adopt revolutionary methods if they flnd political action insufilcient." Executive Council called to order at 3 o'clock by President Gompers. Present: Samuel Gompem, Jnlnes 0'cents_.'.onnell, John Mitchell, Thos. I. Kidd, John B. Lennon and l'ra.nk.iorrison. A quorum was not prc.-'en t in the city until the arrival of Vice President Mitchell and Treasurer Lennon in the afternoon. Vice President James Duncan telegraphed that all trains-were stopped on account of the blizzard. Vice President.ax Morris notiiied President (lompers bv letter that he would not be present, that several illi orl.an't labor measures were pending before the Colorado i.e-'islaturc, and he believed it to be to the best interest of the Tabor movement to remain and attend the session now in progress. President Gompers then gave a resume of what had been done to secure the passage of the IJigi1t-Hour Bill, and carefully outlined to the Council its )I'i.'. 'B-iii. status.
