" I am, Sir, Anti-Jewish disturbances took place in September at Smela and other parts of Russia, but they were happily not of so serious a character as the excesses referred to above. At the January meeting of the Council, Mr. Lucien Wolf, a member of that body, gave a confidential report on an interview he had had at St. Petersburg with the late M. de Plehve, the Minister of the Interior, on the situation of the J cws in Russia. Mr. Wolf subsequently received the Minister's authority to give publicity to the interview, and accordingly the Times of 6th February printed a contribution from Mr. Wolf, the statements in which were in many respects identical with those he had made to the Council. Mr. Wolf's article is reprinted in Appendix B. The Council passed a cordial vote of thanks to Mr. VVolf for the great service he had rendered by his interview with M. de Plehve. Mention may here be fittingly made of the concessions granted to Jews, only a few months before his assassination, by M. de Plehve, and since confirmed by the Tsar in a Ukase issued in September, in the direction of the extension of their right of residence within the Pale. These concessions, if loyally carried out, will to some extent relieve the congestion that has made existence so difficult for the impoverished Jewish population. The situation of the Jews in Roumania is still as anomalous as restrictive legislation and administrative persecution could make it.
