Commissioner West. The Commissioners desired to give the harbor patrol two forces, a day force and a night force, and that explains the increased estimate which the Commissioners submitted. We wanted a double force. The House did not seem to think that it was absolutely necessary, and, personally, I am willing to try it for a year with the one force and have the harbor-patrol boat idle at night. Senator Wetmore. Is it a new service? Commissioner West. No, sir. The service has been in force for some years, but we have reorganized it. Of course, now, if the police boat is wanted at any hour of the night to go down the river--for instance, if an accident occurs, or there is a case of drowning, or anything of that kind--we have to send to the home of the captain of the boat and for the pilot and fireman and the engineer, and there is much delay. But I think we will not ask for that increase this year. Senator Gallinger. For fuel, construction, maintenance, repairs, and incidentals you asked for $2,500 and the House allowed 3'ou $1,500.
