Or shall we rather feel that our country loves justice and possesses that divine power of self-restraint without which the man remains the child, the citizen remains the. savage, and the community becomes the commune? The first duty of popular self government is individual self control. The essential condition of true progress is that it' shall be based on grounds of reason, and not of prejudice.
