Technological developments mean that the TV can have a number of extra functions such as interaction and communication via the Internet, whist, at the same time, mobile phones have developed their capacity to show videos and photographs. The convergence of technologies raises questions about the legal framework for services and regulation, which were explored at a workshop held in Saarbrucken in September 2004. This publication reports on the findings of that meeting. It is divided into three main sections. The first looks at the current state of affairs; the second looks at the challenge of digital television and what can be expected from new enhanced services; and the third sections looks at the technical foundations and regulations governing mobile television.
