Monsieur le Charge d'Affaires, Upon my taking charge of the Portfolio of Foreign Affairs I took cognizance of your despatch, dated July 23 ult, wherein the discussion, commenced by your Legation, impugning the Law that has been sanctioned to subsidize a maritime communication between Buenos Ayres and the Patagonian seaboard, is continued. I propose to answer this communication, in pursuance of the President's instructions, and am grieved that press of business on my taking office should have prevented my doing so previously. Your Excellency is pleased to inform me that it is not your intention to enter upon the discussion of the titles to the claim set forth by this Government in the boundary question. You consider it inofficions to renew the debate which was lately entered on at Santiago by the Chilian Government and the Argentine Legation in connection therewith; and add that both 6 Governments have -declared said debate exhausted. - I feel no difficulty in assenting to the confination which you impose upon yourself, although I shall never consider the efforts of a serious and enlightened debate to be useless in matters that affect the peace of two countries. It is true that this discussion at Santiago has been a most thorough one, but, even so, I shall at any time look with pleasare upon the conti nuation of the debates with Your Excellen cy's Government, for I entertain the hopethat, should it consent to reconsider the opinions that have been manifested and to reexamine them by the light of the titles that this Republic continues to exhibit, the discussion we are engaged on would be brought to pa conclusion honourable to both countries.
