Applicants must therefore present themselves to registrars or their deputies. "After careful consideration it has been decided that all applications shall be filled out by the respective registrars and deputy registrars in the presence of and upon the personal appearance of applicants, at which time the necessary evidence may be presented, and the application will be received or denied, as the case may be. Photographs and the fee of 50 cents in each case are also to be delivered to the registrars at the time the application is received and accepted. (See Paragraphs IV and XXXIII of Chinese and Immigration Circular No. 85.) "Every application must receive a careful personal investigation on the part of the registrar or deputy registrar to whom it is presented, and in order to secure uniformity in their preparation that work must be done under the supervision of those officers.
