WHEREAS there was this day read at the Board, a Report from the Committee of the Lords of His Majesty's Most Honourable Privy Council, dated 22nd of this Instant, in the words following, viz. "YOUR MAJESTY having been pleased by your "Order in Council of the 14th of this Instant, December, to refer unto "this Committee, a Memorial from the Right Honourable the Lords "Commissioners of the Admiralty in the words following," viz. May it please your Majesty, The Commissioners of your Majesty's Navy having submitted to our consideration certain observations which had occurred to them in carrying into execution the establishment of their Office, authorized by your Majesty's Order in Council of the 8th of June last, and being of opinion that the Regulations hereafter recited, (the principal of which are grounded on the aforesaid observations, ) will be attended with advantage to the public. VV'e most humbly propose to your Majesty, that we be empowered to cause the same to be adopted notwithstanding any restrictions of a contrary tendency which may appear in the Order in Council of the date abovementioned, viz.
