Not illustrated. 1901 Excerpt: ... while the material of Portland cement is of a strictly non-combustible and even fire-retarding nature, it yields to treatment only under a very high degree of heat and other severe processes in producing the chemical changes required. There is no class of manufacture in which the nature of the material and the name of the product appear more harmless, but which in reality has such a number and variety of hazards and auxiliary contra-features of construction, location and so on to be considered, as has the Portland cement mill. There is, also, no class of hazard where the conditions and situations of different plants vary so much, and consequently where a special expert survey of each individual risk is so necessary before assuming insurance. Further, while there are certain works of this kind which are clearly desirable risks, and many others that could easily be made so, I am of the opinion that any company which has not reliable data at hand concerning each individual plant of the kind, and understands well their construction and hazards as a class, would probably do better to avoid them altogether. HE British Fire Prevention Committee, at the special invita-L tion of the German Government, arranged to send a deputation to Berlin with a view of attending the International Fire Congress, to see the great Fire Prevention Exhibition which had been organized in that city and to make itself acquainted with the effect of new building and factory regulations upon structural work in that and other cities.
