Not illustrated. 1844 Excerpt: ...of a hill which he had prepared with great care, and the provisions of which had heen very generally approved of hy those who had seen them; and the most materia1 thing for the meeting to-day was, to consider whether they were so lar advanced as to get the hill hrought into parliament this session--get it read a first time--and so get it printed for distrihution amongst the many gentlemen who would he interested in it, in all parts of the country, or whether the matter should stand over altogether until the "next session. He though that what he had first suggested would he the most advisahle, and then copies of the hill could he sent all over the mining districts, and be properly considered during the recess hy all who took an interest in it.--The learned gentleman produced the draft of the intended hill. Its principle was that of compulsory registration of all mining operations whatsoever, in order that accidents may he avoided, and life and property placed on a surer hasis than that on which they rest at present; and the principal provisions were--that the kingdom he divided into four districts; that registrars he appointed with power to search for and compel the registration of mining records in their districts; that penalties (some of them severe oaes) he the consequence ol refusal, fraud, or misrepresentation, either on the part of registrars, or owners of colliery property; and that registrars he at liherty to receive voluntary contrihutions, as to mining operations &c This clause, Mr. B. remarked, was one caleulated to make the act of the greatest value to the practical management of the mines.
