Camps were held in that summer and again in the summers of 1914, 1915, and 1916, with constantly growing attendance, the project being enlarged in the summers of 1915 and 1916 by similar camps for business and professional men, so that the attendance, starting in 1913 with 222 in all, grew to 16,139 in the summer of 1916, and a safe estimate put the probable intended attendance in the summer of 1917, at 50,000. The entry of our country into the war, however, put an end. for the time, to these civilian camps, and the Reserve Officers' Training Camps took their place in 1917. Undere date of May 8th, last, the following circular letter was sent out by the Secretary of War: War Department To the Presidents of all Institutions of Collegiate grade. Washington, May 8, 191S.
