They are doing it at a less price than the other Parliamentary Printers, and at a less price than they themselves are doing it for, in their capacity of Printers for the House of Lords. 222. Earl of Shaftesbury. What you want is not so much one printer as one price? Yes. At present the Treasury are every now and then involved in difficulty about sending Papers to the different printers. To prevent useless expenditure in printing, every Paper that can properly be sent to Messrs. Eyre & Spottiswoode is sent to them; whereas if all the printers were printing for the same sum, it would be a matter of indifference who got them. 223. Lord Colchester. Do those printers supply the paper as well as execute the printing? No; they used to supply the paper: it is now supplied by the Government. It is contracted for every year by open contract, and the lowest tender is taken. 224. Earl of Wicklovu. Would you recommend that Parliament should put up the printing to competition at the commencement of every year? No, I would not recommend that. You would not get any competition for so great a work for so short a period. But, supposing you were to put it up to competition, and to say that it was to be for a period of ten years, then you would probably get all the great printers in London to offer for it; and out of those I would choose which I thought was the best and most efficient.
