This is a fitting time, then, for some withdrawal from the impracticable and tyrannous extreme of the Robertson Law about life insurance companies. It cannot be expected that the withdrawal should be complete and whole-hearted at the start. It is enough, however, that a reasonable Executive, Governor James E. Ferguson, and a Legislature whose majority is likewise reasonable, should be on the point of adopting amendments to the Robertson Law which will re-open Texas to all the life insurance companies of the country. The so-called Gibson Bill, introduced in the Texas Legislature a month ago, has now progressed far enough to warrant Governor Ferguson in announcing that the impossible provisions of the Robertson Law in respect of the compulsory investment of reserves in "Texas securities" will almost certainly be modified in such wise that the companies can see their way to return. That the companies desire to do so is evidenced by the further announcement of Governor Ferguson that the companies have expressed their intention of investing some $35,000,000 of their funds (not necessarily reserves against Texas policies) in securities and loans within the State. Thus it seems probable fhat a triumph of rtgnt reason is about to be secured.
