P. O. car services on the basis of the direct salaries chargeable to each. 17. Wrapping paper.--This expense will be chargeable in part to foreign mails and as to the remainder as indirect charges in the same manner as the other expenses in connection with supplies. 18. Packing boxes.--To be distributed to indirect charges as a supplies expense. 19. Rural free delivery service.--This expense is distributable over the following main services: 1, Collection; 2, delivery; 3, registry; 4, money order; 5, revenue charges. The distribution between collection and delivery services will be made on the basis of the time spent in each service as shown by the time cards. This apportionment will be made after the following deductions have been made: (o) Registry--the number of registered articles collected by this service will be ascertained and a commission on each allowed this service, and charged to "registry service;" (6) money orders--the number of money orders dealt with by these carriers will be ascertained and a-commission on each will be charged to the "money-order" service; (c) revenue charges--the total value of stamps sold by rural free carri...
