Excerpt: ... .HE Commissioner of Police is the head of the Department of Police and Excise of the City of Brooklyn, and governs and J controls such Department, its business and affairs. By virtue of the authority vested in him by law, he makes and adopts the following Rules and Regulations for the government of the Police Force of said Department, reserving the right to alter, amend or abrogate any of such Rules and Regulations, or to make additional ones, from time to time, as circumstances or the good of the service may require. Members of the force should understand that these Rules and Regulations are not intended to cover every case which may arise in the discharge of their duty. Something must necessarily be left to the intelligence and discretion of individuals; and according to the degree in which they show themselves possessed of these qualities, and to their zeal, activity and judgment on all occasions will be their claims to future promotion and reward. It is the duty of every member of the Police Force to report violations of the Rules and Regulations which may come under his notice. Failure to do so will be considered just cause for punishment. For the purpose of police government the City of Brooklyn is divided into precincts, and whenever necessary sub-precincts may be established. Precincts or sub-precincts are divided into patrol posts.
