It has been adopted as a consequence of the September 11, 2001 attacks on the United States. The war in Iraq has been tied to the "War on Terrorism" by the Bush administration, which has stated that Saddam Hussein of Iraq was giving safe haven to and supporting terrorist groups. This assertion was and remains highly controversial.
