Developing nations continue to be the primary purchasers in the sale of arms. During the years 1994-2001, the value of arms transfer agreements with developing nations compromised 68.3 per cent of all such agreements world-wide. More recently, arms transfer agreements with developing nations constituted 65.8 per cent of all such agreements globally from 1998-2001, and 60.5 per cent of these agreements in 2001.
