Some authors has described Europe as a civilian power, others as a normative one. To incorporate the different aspects of common European foreign policy into this debate, the notion of "ethical power Europe" has been introduced. Because the concept of normative power implies the dominant role of international norms, I focus on the role of norms in international relations, by name constructivism on the one hand, and to focus on power on realism. These two theories offer different ways to understand European foreign policy. They also mark the distinction between two different forms of agency. In the view of realists, international organizations are only second-order actors. By contrast, constructivists find that international organizations are in fact able to act on the international stage. They function as socializators in the international community by which thy socialize their constituting members. In order to explore the polemic between the two camps, I analyse the realist and constructivist approaches in turn, followed by a consideration of how the European Union conforms to the description of an "international actor." I then depart from theory to provide a short overview of actual European foreign policy undertakings. Finally, I conclude that two views are possible: the realist stance that negates Europe as an important international actor and a normative power, and the constructivist view that affirms Europe as an international actor that possesses proper channels through which to "export" norms.
