Whereas by an act of the General Assembly of the State of Preamble. Delaware, passed at Dover, January 26, 1859, entitled, "An act for the Encouragement of Internal Improvements in the State of Delaware," the sum of four thousand dollars was appropriated in Section 6 of said act for the purpose of building a Methodist Protestant Church at Townsend, which said sum of four thousand dollars was directed to be paid to John M. Naudain, Levi W. Lattomus and William Wilson, commissioners thereby appointed to build said church; And Whereas it appearing to this General Assembly that the said commissioners appointed under the said act have altogether neglected or refused heretofore to act in the premises as therein by said act contemplated; And Whereas a part of the said sum of four thousand dollars appropriated as aforesaid was paid over by the State Treasurer to John M.
