Luna is based in The Hague, which is the Legal Capital of the World and the International City of Peace and Justice. He is a retired three-star general and the 35th Vice Chief of Staff of the Armed Forces of the Philippines, the second highest position in the AFP hierarchy. He worked with former AFP Chief of Staff, Gen. Alexander B. Yano and then Deputy Chief of Staff, Lt. Gen. Rodrigo F. Maclang. Cardozo Luna also served as the commander of two unified commands, Eastern Mindanao Command and Central Command. He is a direct descendant of Antonio Luna and Juan Luna, members of the 1896 Philippine Revolution. He retired from the military service on the 1st of May in view of his nomination to the post of Philippine Ambassador to the Netherlands. He will serve as the focal person for the Philippines' defense engagements not only in Netherlands but as well as with other countries in Europe.
