The consolidation of the postal and telegraph services into one Services administration proved an important and very judicious step, by consolidated which both services were rendered more uniform and moreln economical. This was effected in 1888. The telephone was first introduced into the Capital and the Introduction adjoining township of New Pest in 880 under a system of licensing. of telephones, The licence system was transformed in 1887 into a lease granted to private persons, but in 1897 the whole business was taken over Taken over and worked by the State. Previously to that step being taken, 19-tate' Parliament, on the motion of the Government, not only declared that telephonic communication, whether in towns or in the country generally, could only be established and worked by the State, but also authorised the acquisition of all existing telephonic wires. Up to the time of consolidating the two services, the tele-Deficits in graph was constantly worked at a loss, which could not always postal, &c, be met by the surplus from the post-office; the latter itself Iq"untl1 showing, in 18ti8 and 1870, a deficit. Since, 1870, however, the net financial results became more Surplus favourable, so that in 1879 already the actual surplus amounted shown in to more than 1,000,000 fl.. in 1883 it rose to above 2,000,000 II., ktc y"'in 1888 to 3,000,000 11., in 1880 to-4,000,000 H., and in 1896 to,"1,000,000 II.
